The Ministry of Labor seeks to regulate the presence of non-Jordanian workers in the Jordanian labor market, including Syrian refugee workers, emphasizing the need to work legally and to obtain the necessary and appropriate work permits with employers or
within the different types of work permits and to abide by the profession authorized to work, and stressing that the work permit is a protection for both the labour and the employer, and working in violation exposes both the employer and the labour to legal responsibility.
The period of correcting the situation of Syrian labour and exempting employers and Syrian refugee workers from work permit fees and health certificate fees continues until 31/12/2021 (Decree of the Cabinet for the tenth period of exemption), which began in April 2016, and adoption of the service document for the Syrian community and issued by the Ministry of Interior as a basic document for the purposes of applying for a work permit for a Syrian labour.

An agreement was recently signed between the Ministry of Labor and the General Federation of Trade Unions regarding the issuance of flexible work permits for Syrian refugee labour within professional groups across different economic sectors, where a resolution was issued by the Ministry of Labor to allow the issuance of these flexible permits and to include a reference list of occupational groups and a description of the profession on the work permit card within the professions permitted for non-Jordanian workers, provided that the beneficiaries participate in the social security.
The resolution to allow the issuance of flexible work permits included professional groups in both the agricultural and construction sectors.
